The COA is a dedicated member-driven organisation established to professionalise risk, secure affordability, and ensure compliance for critical operating sectors across Australia. We act as an institutional "Gatekeeper" to tailored Group Insurance Programs (GIPs).
By leveraging the "might of our members" and our collective group buying power, we negotiate high-quality, high-leverage insurance cover for essential industries and organisations facing affordability and accessibility crises in traditional retail insurance markets.
The COA National Pillars
To meet the diverse needs of our national network, COA organises professional Group Insurance Programs (GIPs) across four distinct strategic areas:
COA 1: Campground, Occupier, and Accommodation
Focused on the Specialised Property & Liability needs of collective land use and diverse accommodation providers. This pillar organises distinct programs for:
-
Campground Programs: Comprehensive cover for Caravan Parks, Private Camps, Tourist Parks, and Farm Stays.
-
Occupier Programs: Dedicated Occupiers Liability insurance specifically tailored for Property Owners and Tenants.
-
Accommodation Programs: Full-spectrum coverage engineered for unique operators, including Airbnb rentals, Backpackers, Hotels, and Pubs.
COA 2: Carnival, Outdoors, and Adventure
Focused on the specialised Recreation and Leisure sectors, this pillar provides appropriate, tailored cover where standard retail models often fail or create volatility, organising distinct programs for:
-
Carnival Programs: Specialised insurance programs tailored for Amusement Parks and Carnivals.
-
Outdoors Programs: Comprehensive cover for structured Activity Clubs, including Activity Camping Clubs, Kayak Clubs, and other outdoor recreational groups.
-
Adventure Programs: Dedicated coverage engineered for dedicated Activity Centres and adventure operators.
COA 3: Construction, Office, and Agriculture
Focused on the Professional Services and Operational Risks of primary production, physical development, and site management. This pillar professionalises the risk profile of essential services, organising distinct programs for:
-
Construction Programs: Specialised insurance programs tailored for essential trades and developers, including Concretors, Electricians, Builders and more.
-
Office Programs: Dedicated coverage for professional and administrative environments, including Real Estate agencies and Administration Services.
-
Agriculture Programs: Comprehensive Agriculture Contractors insurance programs specifically engineered for primary production and rural services.
COA 4: Cycling, Off-road/On-road, and Automotive
Focused on the entire spectrum of Performance Sport and Active Recreation, from unpowered human-powered transport to powered motorsport. This pillar utilises the Qualifying Gatekeeper model to professionalise risk for all disciplines, in both On-road and Off-road activities:
-
Cycling: Covers every form of cycling, from unicycles and bicycles to tricycles and quadricycles.
-
Automotive: Covers all vehicles that are driven or ridden, whether powered or unpowered.
-
Powered disciplines: Covers all forms of Automotive (Car, Kart, Truck) and Motorcycle Sport, Event, and Operator functions.
-
Unpowered disciplines: Covers all forms of Cycling, downhill gravity racing, and unpowered Billy Carts/Soapbox activities.
-
The Problem We Solve: The Affordability Vacuum
Across the country, operators, clubs, trades, and professional services in these essential sectors are finding it increasingly difficult to afford, or even obtain, appropriate insurance. This volatility creates an "Affordability Vacuum," where without specialised, full-spectrum cover, organisations cannot protect their property, assets, or the long-term viability of their missions. Standard retail insurance models often fail to understand the complex risks associated with these unique operational models.
The Solution: COA as the Qualifying Gatekeeper
The COA does not sell insurance. We act as a professional "Gatekeeper" that professionalises risk and unlocks specialised, institutional-grade insurance markets.
We organise and manage Group Insurance Programs (GIPs) by leveraging collective member might. A COA GIP is an effective way for member organisations to secure high-quality, tailored insurance arrangements at significantly reduced rates. We eliminate standardised "off-the-shelf" policies, ensuring our members stop paying for unnecessary cover that does not fit their specific operations.
How the Program Works
We utilise a strict Shared Responsibility Model:
-
Step 1: Individual Membership: A person joins COA as a Program Member.
-
Step 2: Organisation Nomination: The member then nominates their organisation (e.g., a Caravan Park, a Construction Crew, an Ag Contractor, or a Motorcycle Club) to participate.
-
Step 3: Eligibility & Audit: COA acts as the qualifying gatekeeper, performing a mandatory capacity audit and safety check to ensure the nominated organisation meets our rigorous national standards of professional risk management.
-
Step 4: Individual Policy Placement: Once affiliated and certified, the nominated organisation is eligible to buy its own individual, full-spectrum policy directly from our COA partner broker.
Why Become a COA Program Member?
COA is recognised as a market leader in the establishment of tailored Group Insurance Programs (GIPs). We work hard to negotiate programs of unrivalled quality and value for our members.
-
Tailored Service: Affiliated organisations are provided with a direct line to our COA licensed insurance representative. They are on hand throughout the policy period to provide professional risk advice when it is needed.
-
Specialised Claims Handling: In the event of a claim, the COA insurance representative works directly with the insurer on behalf of the COA Member, ensuring all entitlements due are paid without unnecessary delays.
-
National Network: The more participants in any COA GIP (across all four pillars), the greater the benefits and negotiating power become.
Our entire focus is on ensuring that these essential Australian traditions, services, and operations remain affordable, compliant, and secure for all to enjoy.
